I would sit him. It is a safety issue.

I would be clear with the Dad, that if he misses there is no guarantee he plays. It puts his boy and the boys teammates at risk.

I would alert the president and have talk about appropriate behavior and warn him.

Lastly, I would offer a ride and help for every team event. I am sure parents can help. Also, it takes away excuses and offers help if needed.
