I don't think that's the metric that matters
There's tons of great college players entering professional football each year. But the CFL and USFL don't compete with the NFL because the best of those go to the NFL and because there's a formal separation between the leagues.
The talent in the other leagues is also great...but it doesn't matter.
If there ends up being a formal separation between P2 and the rest, it'll be bad, regardless of talent level
