Same happened this spring to us. We took the bell of the carburetor and flushed
the fuel line. There was a dirt blockage in the fuel line and some sediment in the bottom of the carburetor

It's not super new but it hasn't been sitting in the mower very long.

Checked the gas cap? I've had my gas caps go bad twice and cause vapor lock. What you said is the symptom.

Sounds like an issue with the carburetor. Might try spraying it with some carb

The governor does seem like it's getting stuck.

Try pulling/adjusting the governor manually. If that fixes the issue then sounds

Almost always the carburetor gumming up. Clean out the venturi with a bread tie

I would move 6 to the group with 1 and 3. I change my spark plug yearly.

It's the easiest in the bunch and close to the cheapest.
