Determined to be a right, the expelled child still has a right to services just at a different school. You may think it is bad policy but they are under legal requirement to provide an education.

Having said that, they are indeed too soft on poor behavior in school. In school suspensions are a pain for admin so they avoid it like the plague. at home suspensions aren’t punishment for most of these kids.
