About a year ago a group of teachers at a school in Utah County became aware of
A decision by a district admin that a certain activity had been approved when it should not have been. They all disagreed with it but were afraid to act until they met together and decided to act as a group. Admin can be intimidating to teachers. They wrote a letter to the superintendent explaining why they disagreed with the decision and the decision was reversed.

If your wife can’t find colleagues to support her she should still act. Go to the highest level and make sure they know what is happening. Documentation helps even if it is just her record of the event.
