By this interpretation, nothing can be accidental
Every voluntary movement of the body is intentional, by definition. If that movement causes accidental contact, or even if the contact was intentional but not intended for a specific area, then it's accidental. That's how I'd interpret the rule because it was clearly written to prevent people from taking cheap shots, which this wasn't.

I don't know whether its the refs who are interpreting it wrong, or whether they were told to interpret it that way. But either way, I think it's the wrong call and should be fixed, either by clarifying the rule or by training refs to interpret it correctly.
