Texas gets a hand on the PAT try, partially blocking the kick. The kick then bounces off the ground.
The rule states: "A field goal shall be scored if a scrimmage kick, which may be a drop kick or place kick, passes over the crossbar between the uprights of the receiving team’s goal before it touches a player of the kicking team or the ground." (Rule 8, Section 4, Article 1; pg FR-86 of the attached).
Because the FG passed over the crossbar after it touched the ground, not before, it is not a successful FG attempt and no points should be awarded.
And before someone points out that this was a PAT, not a FG, Rule 8, Section 1, Article 1 clarifies that PATs are FGs with a diminished point value.
"The point value of scoring plays shall be:
- Successful Try:
- Touchdown - 2 Points
- Field Goal or Safety - 1 Point"
