What if each of the 0-12 teams that the first team beat were equal to the second team (0-12)? Then team A is clearly
better than team B, right? We might even include team B in the list of 12 0-12 teams they beat so they have head-to-head too.
First inclination would be the one who stayed close to a bunch of 12-0 teams even though they never won.
