That video doesn’t show where the forcible contact was made, you can’t see the front of his
helmet or face mask from that angle.
I agree that there was contact to the head. But it’s not clear if it was forcible contact from that video angle, or if the forcible contact was to the shoulder pad.
Again, you need conclusive video evidence to make the call.
