It’s isn’t clear where the forcible contact was made
The replay angle is from the defenders back and you can’t tell where the forcible contact was made. It looks like it could have been to the shoulder pad first. There was contact to the head but no conclusive video that it was forcible contact or incidental contact after forcible contact was made to the shoulder pad.
I think that’s why it wasn’t called.
