There will not be a final CFP ranking. The final polls revert back to only the AP and Coaches polls.

Only obvious is they will rank whoever wins the championship game #1.

A committee of humans ranks them. They do what they want, including determining

It's the top 4 conf champs, followed by the next 8 (at least one of which must be a conference champ)

Yes, final CFP rankings. Cougs could jump ahead of SMU, Clemson, maybe Indiana.
