There was an imbalance back then & there also was the "perception"
that the WAC, SWC & Big 8 were on "some equal footing" with the PAC Ten, SEC, Big Ten, ACC & the Big East.

As you're well aware it was the SEC & Big Ten who started conference expansion in the early 90's (Penn State & South Carolina) & they created the Bowl Alliance in 1996 (screwed the 96 squad over) which was the forerunner to the BCS.

But back in the 80's & early 90's there was some "perception" of the conferences being equal. The "gulf" wasn't that wide back then.
