Again, at the time, it was. The Big 8 was a 2-team league most year, but so
was the WAC with AFA nationally ranked on ac regular basis.
Again, the MAC and Big West were FBS but not CFA members.
The problem might be that realignment left teams behind and confused the issue.
UConn was once an AQ team and played in a BCS bowl, but it was never a CFA team and isn't a P4 now.
SMU was a power conference team in the Miracle Bowl, but so was BYU.
Pitt and BU and BYU were CFA members in 84 so both with P4 level by today's standards.
1984 had 11 power conference opponents by the standard of the day, with only Tulsa and Utah St. as non power teams.
