Nope, looked it up last night after somebody else indicated this was the case.
You don't need any time on the clock to call for a free kick.
Now, the penalty would have let them try a hail mary instead (a timed down), but a free kick isn't a timed down and requires no time on the clock. Look it up in the NFL rule book if you don't believe me.
