Which teams play in the Alamo bowl is based on a contract written years ago.

Alamo will pick the Buffs, because they will fill the seats and bring eyeballs the best of former PAC12 teams not in the playoffs. The other team is a Big12 team. They don’t have to take BYU, but BYU is the team probably most likely to sell tickets and add eyeballs of the other Big12 teams. No conspiracy needed.
