If you only allow winners in, then how do you get to 12 teams?

And if you exclude the losers of the CCG, then you are essentially punishing the 2nd best team in a conference if you allow a team that didn't make the CCG into the playoffs. Again, you've got 12 slots to fill and you are going to get some teams in there that aren't winners of the CCG.
