High-major, major, mid-major (SEC, Big 12, Sun Belt for example) 4 criteria, pick the lowest performing schools over a 5-year period to relegate to the next lower conference and the highest performing schools to promote to the next higher conference based on their performance in the following criteria:

1. Average football finish over last 5-year period

2. Average weighted athletic standing over last 5-year period (not Director's Cup, but different weighting that gives more weight to some sports than others).

3. Weighted attendance numbers (most heavily count football, but also acknowledge other sports especially MBB).

4. Weighted viewership numbers (most heavily count football, but also acknowledge other sports especially MBB).
