Which specific thing is he trying to say occurs 24 hours apart?

because: Solar noon? (no)
or: Sun in same position in the sky? (no)

If he's trying to say: "it takes one mean solar day to for the sun to get from one solar noon to the next" that's also wrong because a mean solar day is an average, so it's not always correct to say that the solar noon will happen one mean solar day after the previous one.
