Nope. The point isn’t claiming any *precise* location (or time). The point is that the difference between the apparent
rotation of the sun and the stars (I say apparent, because, yes, we all know it’s the earth’s rotation that gives the appearance) is just a little bit different because of the addition of that 1/365th rotation of the earth necessary to obtain the same “noon” due to the change in our position in orbit around the sun.

That is, the Earth does just a bit more than one full rotation in a day. Even though we commonly assume that the definition of a “day” is one full rotation.

With the rest of the universe as your reference point rather than the sun, we rotate just a bit more than 360* in a day.

Most people don’t know that. Sounds like you didn’t know that or you would have understood what he was trying to say imperfectly. But I’ll bet it makes sense to you now that you think about it.
