He doesn’t mean path or “location”. He means time at which it reaches its zenith. It’s true because as the earth orbits
the sun it has to rotate the 360* of its own axis (which corresponds to the “movement” of the starts 360*) but it also has to rotate ~1* more to realign with the sun because it has also moved 1/365th of the way around its orbit of the sun during that time. So it has to rotate just a little more to align the zenith of the sun.
