RCS is still green. I've noticed most iPhone users I know don't turn on read
receipts in iMessage. So, I'd be surprised if then enabled it for RCS.
As an iPhone user myself, I love having RCS. I'm the only one in my family with an iphone so being able to see my family type and knowing if they've seen my message is a big plus.

Its on by default for a lot of people, myself included. I think its something to do with your carrier.
