In high school my defensive coordinator’s wife noticed we usually got more yards when we completed a pass than when we ran. So she asked why we don’t just throw the ball every single play. Run plays were statistically, like you’re saying, “less effective”.
It’s true in the NFL also. The saints gain about 11 yards per pass attempt this season, and only about 4.5 yards per carry. Why do they ever run the ball? It’s a “less effective” play.
Reasonable question, but she had the same problem. There were factors that go into that decision that she wasn’t taking into account.
It could be that essentially every head coach and OC in the NFL is doing this out of pride, boredom or stupidity…
Or there could be other factors you’re either unaware of or just not considering.
