The 12 months thing has NOT been the Church's advice in 20+ years
The current advice of a 3 month supply of food that is part of your normal diet, and mention of longer term supply with no time table has been the church's advice for a long time. Though local people including ward and stake leaders may have continued to talk about "year supply" that hasn't come from church headquarters and should not be the focus of emergency preparedness.

I remember sharing that with another bishopric member about 20 years ago who thought we were supposed to preach 12 month supply. We weren't. The focus was on 3 months (when applicable and legal), and on financial reserves. It was back then and it still is.
