There were two LBs probably sharing responsibility for Hill on that play

The Sam and the Mike both blitzed, but if Hill had run a route at the start of the play one of them would have probably picked him up. He slipped past them by pretending to be doing a subpar job at pass protection. The D had him marked, he just convinced them that he wasn’t a pass target
