Depends on your intended use.
If you plan to do very minimal travel, an EV can be economical (factoring in total cost for an equivalent ICE or Hybrid vehicle). It can still be economical but an inconvenience if you do occasionally travel.

Question on the Hybrids: plug in or traditional?

Plug-ins sound like the best of both worlds, but Motor Trend has convinced me they are the worst of both worlds. For one, you're constantly fully draining and then fully charging the battery, which is a big no-no in EV world. For two, you've reduced the efficiency of the electric motor (EM) as it has to lug the ICE components around all the time, and vice versa. For three, because it's a compromise vehicle, you get compromise engines/motors. IE, you have a crappy ICE engine when running on gas, and a much less powerful EM when running on battery. After thinking of it that way, I'm convinced that plug-ins are not the way to go.

Traditional hybrids tend to be focused on using the EM to optimize the ICE, improving both power and efficiency. They don't seem like a bad way to go, but they do add a lot more components to a vehicle, and more components ALWAYS reduces reliability. Always. They also add to the initial cost of a vehicle and may or may not pay for themselves in gas savings.
