A fairly reasonable take on what OP is asking here. Statistically speaking, 4th downs show up a lot and teams have to decide this stuff multiple times a game. Twice in one game seems doesn't seem like an outrageous number, so to be concerned can be seen as nit picky or finding concern where there isn't.
