That new rule is more a reason to cut Zach than not to
To clarify, I do think he makes the roster. But it's not an extra roster spot for QB3. It's saying that teams can now bring up a practice squad QB to dress on game day.
But that means the player still has to be cut and still (generally) pass through waivers and be available for other teams.
The new rule makes it less likely a team will keep a 3rd QB on the 53 man roster
