Because most conferences will do something to keep a traditional rivalry game intact despite a rotating schedule (Tenn/Bama, UM/OSU, USC/UCLA, etc), and because the media are paying astronomical sums of money to get top notch games, I don't see them ever trying to find a way where they can have the most equitable, balanced schedules.
And the reality is they don't need it. At this point if you're not your conference champion, if you played a brutal SEC or B1G schedule and maybe lost one more game than the two participants of your conference championship game did, you're still gonna get in.
