I’m from out of state but have done it twice. I think three things have helped:

Ride with someone: it increases your visibility
Time of day: go earlier to avoid heavy traffic
Garmin varia tail light: it’s a bright flashing light that has a radar connected to your bike computer. It’ll let you know audibly and visibly when a car or cars are approaching
