I was telling my dad about my issue (we were all there and he also rented a car
through Avis) and he told me the same thing… he got charged for fuel even though he returned it full.
He was super annoyed because when we picked up the cars he had 7/8 tank, and he had to pay to return it full. They wouldn’t give him a discount or anything when he complained about it returning the car, and then days later they charged him for not filling up the tank before returning it.
He had to threaten to go through his CC before they agreed to reverse the charge.

Avis screwed me for bringing the car back 15 minutes later than I put in the reservation. I won't use them again.
