9 more classes is still a lot of classes. If it were 9 credits, then sure.
But I don't think of "only 9 more classes and I can get a major in it" as being super close to another major. I remember when exploring majors and minors at BYU there was at least one case where I could minor in something, but getting a double-major in that thing was only 4 more classes and I remember thinking that was a lot. Then again, I think that BYU and Utah count credits for a major and minor differently so it may not be apples to apples (BYU doesn't include general classes or other classes required for the degree when it gives the number of credits needed; so a minor could be 12-15 credits and a major shows as 60-80 credits, which is how many you'd need to complete that credit but not the degree, if that makes sense).
