my neighborhood a couple days ago. She had a leash that she took off the dog and instead had it hanging over her shoulder. The parents are so dumb for letting a girl walk a dog that she has no ability to control if it snaps and the situation is only worse because the girl thought it was appropriate to walk the dog off leash.
