What I think he lacks is leadership and organizational skills. There was one massive blunder within the recruiting department early in Sitake's tenure, a terrible hire that stayed on staff too long. Thankfully, the administration fell upon some info that caused them to investigate further, and that individual was quietly and quickly let go. There have been other smaller issues where it seemed to take too long to respond/ make changes. All of it makes me wonder if the work ethic is there. Maybe it is, maybe he's spread too thin, I don't know.
