It may not be their first choice. Or second or even third. But nobody is saying they absolutely refuse under any circumstances to ever be associated with that conference.

The issue is how we take statements

If the Utah AD says "We're not interested in joining the Big 12 at this time, preferring to stay with the PAC so long as our expectations are met" then he's an egotistical blowhard who isn't existing in reality.

If the Arizona President says "We're not interested in joining the Big 12 at this time, preferring to stay with the PAC so long as our expectations are met", then he's a genius who has already decided to move and is playing 3D chess to justify his departure

Both those assessments could be correct...but we just don't have enough inside info to really know either way
