Just went and listened to his radio interview and didn't hear that
Basically said that Dodd got things wrong and that the plan has always been to remain at ten (and consider expansion afterwards) and that there's high expectations, but that outside voices are creating false narratives. He also says that he has believed and currently believes the best spot for them is the PAC

So I guess saying the plan was to stick together and that the PAC is currently the best spot for them is an oblique way of saying he doesn't want to leave to the Big 12 now. But that's no different than what the Arizona president said - that for now the plan isn't to leave (which he actually directly stated)

We have a habit of viewing things through a certain lens, and so we cast Harlan as an egotistical villain for saying basically the same things as the Arizona president.
