They can amend the charge to the speed he was actually going. Or add in
anything else that he was doing illegal. For example; window tint, expired registration, etc.
There is a recommended fine schedule in Utah but the judge can increase the recommended fine up to the maximum allowed. He can also add in the surcharge. That would be rare, but not unheard if when someone makes a big scene in court on a case they are clearly guilty of.
