I have asked my Cailfornia in-laws to verbalize directions from CA to UT and
They did the same "the I-15" and I-15 thing. They didn't even realize they were doing it.

It’s never “the” I-15. It’s either “I-15” or “the 15”.

I either use the name “I-25” or just say the number “25” here in Colorado.

Back east a lot of people use “the”. In Canada it was always the “401” or “404”
