Yep, the biggest issue to me is the "time outs"

It's very juvenile and insulting to users. There is a lot going good for CB. It's a great forum, but it has a real head scratching moderation philosophy.

Just like the OP said. Warnings and deletion. Only put repeat offenders in time out. "Time out" moderation/punishment is bafflingly childish.
