that holding a check for ransom seems like a severe tactic. I'd would just make them pay a % of the cost and tell them it's nonrefundable. What % is up for debate. I know some wards charge 20% or so. I'd probably make them pay a little bit more so they feel the sting if their kid doesn't go.
