I think you're trying too hard to prove yourself right.
1. As I said above...the full impact is still a few years away. You can't determine yet if this will be positive/negative/or neutral.
2. Quoting the UW is like quoting the president of Planned Parenthood on the welfare of babies. Sorry not trying to single out the UW but state universities in general have lost a lot of credibility in my eyes in the past 10 years and have become mind-controlling concentration camps for youths.
3. 20%?? I'm sorry but I have to think that number is mightily skewed or misinterpreted.
