Seems like it would make sense to try one at the end of regulation if the
punting team made a mistake. Say a team is up by one point at their own 4 yard line and they’re facing 4th and 13 with 11 seconds left. That team punts and the punt doesn’t go out of bounds or hit the ground before the opposing team calls fair catch. Couldn’t the opposing team call fair catch and then kick it for the win?
