I feel like he targets recruits he thinks he can get rather than every big star

The evidence is who they offer is drastically different than when he first started. He was offering all the top players (lds or not) as early as 8th grade. We don’t see that any more. Speculation on my part could just be a coincidence and not a change in strategy
