Reason we don’t do anything about drunk driving or most traffic violations in general is that our culture worships the automobile. The automobile must go everywhere. The automobile must not be slowed down. The automobile must continue forward even with a drunk driver. Think about what people get away with in cars. None of this behavior and risk to lives would be acceptable under any other circumstance. 44,000 people die each year in car crashes in the U.S. and we don’t even flinch. COVID kills a similar number and we shut everything down. How does that make sense?
