1. It was ruled incomplete.

2. Even if it was complete, there is no way to accept both the penalty and the completion. You either accept the 15-yard penalty and the play is nullified or you decline the penalty and BYU has 1st and Goal from the 2 with 0:00 on the clock. And since there was no penalty, there is no untimed down. Game over.
