What’s out of state tuition look like?

Years ago you could get a scholarship if you were from Idaho that made tuition cost the same as in state students. I think that is what it was. Is this true? Still available? My daughter will graduate next year and I’m pushing for her to go to USU. Idaho state university is a cesspool of political garbage these days.
