I’ve heard it elsewhere, but can’t remember where.

It’s never “the” I-15. It’s either “I-15” or “the 15”.

I lived on the Peninsula for 10 years and the "the" was extremely common.

I either use the name “I-25” or just say the number “25” here in Colorado.
