In other words, Utah is similar to Oklahoma, Mississippi and Kentucky. A step ahead of Iowa, Arkansas, Oregon, Kansas, and Nevada.

IMO, FBS could support additional schools in the West - see Washington, Oregon, Arizona, and Colorado. I think the WAC sees this too, which is why they are creating a new FCS conference, with a 10-year plan to move up to the FBS.
