I don’t think you understand the meaning and/ or correct use of “can’t”. Quite
literally can change the 80%. Have changed the 80%. Will continue to change the 80% in the future.
1. Western governments have implemented a wide range of incentives and assistance programs that have yielded significant water usage reductions for many farmers.
2. The government has purchased water rights from farmers and shut down said usage of water.
3. If push comes to shove, big brother can and often does whatever he wants.
