That is mandate by BYU and the BoT
They have said publicly they don't mind paying, but they're not interested in getting guys just for the money. They are willing to pay within market rate, but money can't be the only reason they come to BYU. Basketball is the same BTW, so it's not like we can't get great players with this strategy.

I’m in full agreement that BYU needs better QB recruiting year in and year out but this kid isn’t the answer. There are
