Baylor is in a tough place as a private, religious university trying to keep up. They've had really great coaches that
Succeeded at Baylor, but moved on to bigger programs when they came calling.

How does Baylor become a destination for good coaches and not a stepping stone? How do you keep a clean program and succeed (reference to Art Briles from the past)?

Baylor is like BYU, except I think BYU has a brand that has been well maintained for 45ish years. Aside from a blip with Crowton, BYU really hasn't had any prolonged low periods.
